BR4 probably wouldn’t change much since it would often end up at BR5 and already at BR4 we have planes with HVARs (and 20mm) making it inferior to the TT alternatives
BR3 would be more suitable since it is comparable to various American armaments that fly at that BR and we already have Russians with a mix of rockets/bombs at BR3 or even BR2 so I don’t see any problems in putting it at 3
if it is still too powerful they can reduce the bomb or the number of rockets in exchange for a lowering of BR

That all being said, I agree that the P47D Event plane should be lowered, at least to BR4, maybe even BR3. Maybe also the A20 M8 version.
