The P-38E is an earlier variant of the P-38 with no ground-attack capability, and an identical gun armament to all other P-38 variants in the game. It has worse turn times than the other P-38s, comparable or worse speed, and only excels moderately in climb rate. With all that considered, I think the only reason it hasn’t been moved from BR3 to BR2 (where most of the better P-38s already are) is because it has been completely forgotten.

The Dev’s leave a lot of weapons in the wrong BR level to wither away unwanted and unused, just like the “island of misfit toys”.
Would BR1 be too OP for it? Just thinking
