I am a bit new to this place hence not sure how to best express myself but I’ll try to keep it Short and Crisp.
ISSUE
Let it be over Discord, YouTube or Reddit … all the places I’ve been hearing the issue of unbalanced matches with one team having more bots, or even if balanced still pretty empty matches.
It leads to player dissatisfaction and sometimes even frustration, No one wants a team of bots or enemies composed of mostly bots (when you note that most soldiers already on field are AI Soldiers already)
GENERAL DIRECTIVE
So far we have got multiple discussions in forums, Discord and Reddit and almost all of them reach to 2 conclusions

Due to segregated player base we currently have (Device wise > Sever wise > Faction wise > BR wise) we can’t ever ensure the 100% Players vs Players, only improvements could be done.

Easiest further improvement could be achieved by simply extending the “Matchmaking/Player search period” which @Augustsheep recently talked about as well in one of his posts.
But increasing the Match Time is much opposed and is very downvoted in the community as to simply put it “ITS BORING”.
BETTER APPROACH
Have long matchmaking time, like up to 2-2.5 minutes. But don’t make the players stare at the time counter in utmost boredom, instead split it up, Let’s understand it better below :

Keep the Normal main menu countdown of about 30 seconds or whatever is it right now but after that don’t directly boot to the game.

Instead boot to something like a Briefing Screen for a minute or two

Show basic information on that screen like the map you going to play, The mode you going to play, players who have joined your team and enemy team or are joining.

An exact tactical map with first cap point location, initial enemy spawn routes and your spawn routes would be much better then a artistic picture we have.

More things like being able to select a “Start squad” and being able to see what your other team mates are going to bring for the start also could be a quality feature, it would allow players to plan and balance their first deployments.

A feature for people selecting Engineers to mark where they’ll be making rallies or allow other players to ask by making places wish a rally in.

Firstly, Game will get additional time which will be used to pool in more human players in the match without the cost of dissatisfaction or boredom. Secondly, It makes enlisted more tactical, strategical, more deeper and qualityful.

(See these are only some of my own thought features, Briefing screens could have much more, much different stuff as well, it’s the matter of imagination only as the concept is broad)
ENDNOTES
As per my experience most multiplayer shooters uses these type of things, some notable examples I have seen are : Free Fire, PUBG mobile, COD mobile… All those BR games do the similar things, they first do the basic match making on the main menu and after sometime put you in a pool, but the match doesn’t start as you get spawned in a waiting lobby where game takes additional 1-1.5 minutes finding more players for the game.
Yes waiting lobby space is also a solution but personally I don’t find it interesting as the concept feels childish and is boring after sometime, instead a Briefing session would be interesting plus it will add more tactical and strategy even if its just by a pinch.
