The veteran upgrade for soldiers and guns is there since the beta, but it is still locked.
Sadly it was not in the “2023 roadmap”… so it wont come for another year?

I guess working bipods will come before the veteran perks.

Since progression and research are being completely overhauled, those extra perks could possibly be going to even be scrapped for good.
