Add the NKVD hat, pants, and the coat from Moscow as a regular cosmetic for all Soviet campaigns
The hat and coat is only available in Moscow, and the blue pants are only in Berlin.

Proper customization that actually make sense is too much to ask for.

Customization as a whole needs some refinement, updates, and TLC. Just like many things we can just hope for one day
