First, i found out about some hints refering to a “Stalingrad campaign”, but now there is nothing more than just the name, no content in the files.
Also i just encountered a weird bug when i went to the logistics. i klicked on the russian cavalry sword and saw a new message popped up saying "Can be obtained during the “Operation Marathon event”. So i would guess the next event will be called “Marathon”. 
That Stalingrad folder is there from Alpha build, it means nothing.
last update you can read : “Some currently unused resources have been removed from the game files”
that stalingrad folder is probably there since alpha times as far as i remember.
