Those caps and uniforms don’t look like NKVD to me while MVD in the USSR was only a thing in 1946 with Peoples Commissariats being replaced with Ministries as the Soviets started to nationalize the names instead of revolutionary era ones. Also February that year, the Red Army was officially renamed to Soviet Army.
Based on the color of the caps, those look more like airborne units or some other branch in the armed forces.

Maybe a sniper squad or artillery unit could get a look like this
Will be better separate RKKA and NKVD in game. Basic assaulters turn to army look, and NKVD units to premium. For those people, who have no assaulter squad in stack because of NKVD uniform.
Uniform, that shown in film shots - RKM (Рабоче-Крестьянская Милиция), that belonged to NKVD in WW2 period.

As for me, RKM will be suited better, then regular NKVD in game. Not as assaulters, but as riflemen 1-tier. As part of Moscow improvised defence forces.

If only more people know that the NKVD was actually the Peoples Commissariat of Internal Affairs which is basically the Ministry of Internal Affairs until it was renamed to MVD in 1946 and Interior Troops being a thing in Soviet times functions as a Gendarme.

In early WW2 (1939…) NKVD includes ВВ (National Guard), ПВ (Border Guard), ГУЛАГ (Concentration\labor camp system), РКМ (police) and many other specialized units. РКМ and ПВ НКВД had their own uniform.
