700 rpm SMGs generally are pretty powerful in BR3 already, but people are forgetting ( which I also did forget in the past) that PPS dont kill in two shots up close, unlike MP40 and Suomi - which again doenst really matter considering that “yes I repeat myself” soviet body armor turns 2 shot kill smgs into 3 shot kill smgs.
I dont know, I have never used the Suomi, I usually like to get my hands on a weapon before having an opinion, but I like to look at the ZK BR3 smgs which has a even much higher RPM and feel not OP in BR3, while PPSH is only OP because its dispersion is broken.
maybe the difference between BR2, BR3 and BR4 SMGS is arbitrary to begin with, and SMGs are too powerful in general.

Give it to him 7.0-7.5 damage, increase ROF to 825, reduce CD to two seconds and Increase the accuracy.
That would be great for BR III and it would make the gun usefull again.

You should also compare it to the owen gun and Lanchester
The Lanchester is actually a very interesting gun to me - technically it should be increadibly powerful since it has a great rate of fire and even two hit power damage, but there is still something about this gun that feels bad to me, difficult to describe… well guess I dont play US BR2 often.

The VMP and the Erma EMP need to be moved down from BR4 before the Suomi needs a downrating. As it stands the Suomi’s still a good SMG at BR3 and still an upgrade over the MP40, while the VMP and EMP basically don’t have a reason to exist since the Beretta M38A 40 round is already there.

I have one premium Erma squad, maybe the one you mentioned as I don’t know if you can still buy it, but I took away their ammo pouch so I could carry a secondary weapon since the Erma wasn’t really doing it for me and they all carry M1918 Beretta’s now. 
I would have given them M1 Beretta’s but I already have two squads that carry them. I have several smg’s in inventory and change them at times since I get tired of using the same ones over and over.
