One stop calling them starting planes there br1 planes anything that makes basic tech tree planes useless is stupid. Enlisted is not a one for one transfer of game data you can’t just apply warthunder logic to enlisted last time I checked warthunder lacked infantry. Yes I agree planes are different but you can’t make br2 planes playable by making br1 planes unplayable. My other point is these planes would then be at the top of br1 power.
You’re comparing a 220 lb bomb to a 250 lb bomb which is just noise I am comparing 370 kg and 450kgs of bombs to most planes that have 200 kg of bombs
I somehow doubt two 100 kg bombs have more explosive then 1 250 kg and 2 60 kg bombs or 1 250 and 4:50 kg bombs
You need more then comparing a plane tank or gun to the br above or at the same level you need to compare it to the br you are moving it to. Secondly most people use rockets or bombs to kill tanks and infantry. Meaning bombs and rockets count more in enlisted. That is the kami special drop bombs and crash into the ground warthunder or higher br maybe more gun focused but at br3 and under I am dying to bombs not plane guns.
are they ? look at Japanese BR I planes and compare them with USSR ,US or Germany
This depends on the speed and the bomb type or the rocket type neither of this 2 planes are fast or have some insanely big bombs for ground attacker standarts.

unless there is a special br0 rating all planes in br1 will face br1 planes

Only Germany have Ground Attacker at BR I no other faction has ground attackers at BR I. The US and Japan ground attackers are made for a different system then the BR system we have right now.
You are talking about fighters ground attackers are supposed to have bigger payloads then fighters.

I said they need I can even suggest very similar ones but the best option for the allies is not a war thunder one but there is war thunder planes they can fit. Right now with Germany im having fighters with 250 kg bomb and ground attacker with 400 kg of bombs so only Germany can do it and only if you pay money.
Not only that US and USSR need ground attackers at BR I Germany and USSR need AA vehicles at BR I also. You can use the M72 DS -39 but its behind paywall and its not even a AA vehicle but can kill this 2 ground attackers very easy.
Even anti tank rifles can shoot them down since they are not fast planes.

Pretty sure Plane BR is generally determined by Speed.
As otherwise what planes are at their current BRs makes no sense.

No plane BR is chaos there is no logic in the plane BRs there is many planes :
F2A-3 and and FP-3 are BR I planes ,no one is BR I the other is BR II xD
P-38E is BR III 
while you have ground attacker P-38 that have rockets and its the same plane at BR II.
IL 10 is BR V for no reason … xD
The Zero is BR II while you have BF 109 at BR I really they have no logic for so many planes G 10 and G 14 BF are same plane one is BR IV other is BR V … no logic really the planes need very big rework.

No they dont need to give this configuration
you can give it 2x250 LB and 1 x 500 lb just like in warhtunder you don’t need to give maximum payload
Imagine P-47 had its maximum payload … with the 2x500 kg bombs on top of what it has right now in game xD

not every plane should have maximum payload many don’t thank god cuz in war thunder US planes are bigger cancer then here not only they can carry Holly moses rockets but also a lot of bombs not a single one like here and this bombs are bigger then the one in the middle. Like on the SBD-3 2 of them 1000 lb + 10 rockets + the 500 lb bomb.
