Panzergrenate 39 is APC the shell you get for mostly every german tank in moscow. Such as PZIIIs with 37mm, and 50mm guns.
Well, it seems to me much inferior compared to the APHEBC of the USSR. Are you sure they are HE?
Anyway, Axis used HEAT a lot in the east but in Enlisted only premium tanks have it, could be a solution to destroy t-34’s and kv’s.

122mm APHE is a mixed bag where sometimes it one shots, sometimes it doesn’t on a Panzer IV of all tanks. Shooting HE on the Panther turret face is more consistent than APHE at times.
Also KV-2 with very long reload and shit turret armor. Even worse if its obr 1939 with no turret MG at all.
