paratroopers have more mortar shells than mortar squads, this is ridiculous

Paras whos main jobs are being elite infantry and infiltration units and have to grab their gear after dropped have more mortar shell than goddamn mortar squads whos primary job is literally using mortars.
Does this sound logical ?
Fully upgraded mortar squad has 2 x 12 + (14 x 12) = 192 HE mortar shells.
Paratroopers have only 2 x 20 + 5 x 20 = 140 HE mortar shells
192 > 140
How do you get more mortar shells?
I get more mortar shells by giving respective perks to mortarman and engineers.
Wouldn’t it be simpler just to have an upgrade in the skill tree that allows your mortar man to carry more mortars?
