I cannot download or play mods due to this message. is there an way to solve this?

Hi, try to find directory where game keeps downloaded mods files. It’s in your user folder in Users/<your_user_name>/AppData/Local/enlisted/downloads/webcache/ But if you delete files from there you should also delete json files of mods manifests from game/userGameMods/*.json

And for consoles you should clear cache data for the game.
