Shovels should be able to charge

At the cost of them not being able to kill in one swing? No thanks.

Maybe let them oneshot if you charge

Well it work strange and only sometimes but still work. On 150 points of double-handle weapon you can get this skill.

Melee should be slower and more deliberate. Nobody should be able to run thru a room waving a knife around and kill 5 people in 3 seconds.

There should be a cutscene style animation of stabbing someone that lasts 1-3 seconds during which you can’t also be dancing and jumping around

I think what you are trying to say is that there should be weight to the melee weapons and that the animations should reflect this. Things like knives should be quick, but weapons like shovels and axes should require the soldier to wind up before each separate swing.

The swings of the swords should be more fluid and intertwined than those of axes and shovels, especially since you are able to do backhand swings in quick succession to front-hand swings with officer sabers.

Maybe when charging someone, but definitely not just hacking, slashing, and shaking normally. Add this stabbing animation for bayonet charges as well.
