Make the american p40 the same as the soviet p40

the US and Soviet P40 E-1 is similar in many ways except one, the soviet p40 has an armament of 2 100kg bombs, one 250kg bomb and 1686 rounds of 50 caliber ammo.
the American P40 E-1 on the other hand only has 2 100 lb bombs and 1686 rounds of 50 caliber.
why do the soviets get a 500lb bomb but not the Americans?
