I know some people would do such things, intentionally or unintentionally. We should not allow barbed wire to be built near friendly rally points, as it will only affect other teammates. Of course, enemies can do so.

I have better solution.
Just remove option to build barbed wires from the game completely.

I just want them to un nerf explosive packs vs buildings, idk when, but I swear explosive packs were nerfed vs barbed wire, they used to blow it up basically 100% of the time. Now I can never get explosive packs to blow it up.

I remember meeting Stotheg in a few games once.
His modus operanti was to take a flamer squad, build a decently placed rally beside many ammunition boxes… then surround it with as many wire as he could, and just douse it with his flamer.
That guy had issues.

Barbed wire is useful sometimes but I barely see it used properly. I lost so many games because people decided the only place for barbed wire was in the middle of the zone we needed to defend.
