Like the Tittle says.
Make it so crouch sprinting is faster than walking crouched (obviously), but not as fast as sprinting (super obviously, idk how we dont have this already… you can literally see huge amounts of ww2 footage with the soldiers crouch sprinting)

I thought crouch and run perks would do this.
You can only have perks for “running while crouched” wich is like the normal “run perk” that lets you walk faster without pressing the shift button
The crouch movement perk already allows for faster movement.

You show me a video of people actually being able to full on “sprint” while crouching, and perhaps I’ll start to agree with you.
Until then, its about advantage vs disadvantage. That is what makes balance in a game, regardless of if its a game mechanic, item/ weapon, perk, etc.
Crouching:
Advantages-
- harder to hit due to less exposed area
- easier to take cover
- more stability
Disadvantages-
- Slower movement speed
- inability to shoot over “tall” objects
By removing the disadvantage of slower movement speed, you would have to replace that disadvantage with something equally as bad or actually worse in order to keep it balanced.
When it comes to the perk that increases movement speed when crouched, it removes the disadvantage of slow movement, but replaces it with removing the chance for perks that cost x amount of green perk points. INCLUDING faster sprint speed.
