The fundamental reason is that the 76mm M1 is not a gun suitable for BRV.
With 190mm pen APCR it can barely fight KT(H) (185mm at perfect angle close range).
But fighting Ho-Ri is still hopeless (200mm).

seems to me like an obvious candidate to be BR IV alongside Tigers, Panthers and T-34 85s 
Honestly? APCR makes the tank worse - not better.
