High tier mortars are very useful as anti-tank weapons due to their accuracy and power. It can easily destroy tanks in the gray zone if its position is known.
If you want to attack a wide area of infantry, you can use a 2" mortar. I think it is designed for different uses in this game.

In addition to the mentioned use of mortars as Anti-Tank weapons you can also adjust this issue by making small adjustments to the mortar as you fire.
