Level downgrade

I’d like to know why in Battle of Moskow sometimes I visualize “level 5” and sometimes it’s “level 3”.

I think you are switching between axis and allied army. They level independently from each other. So you are level 5 on one and 3 on the other.

Seems like you switch between campaigns. Also this is not a Suggestion!
