Do only pure F2P playes get them?

nope, ive been playing for almost 2 years now and put hundreds of dollars into the game, i just havent played a single match as the USSR lmao
I guess it is progression related then.
I dont play the USSR much but the Lootbox exp boost did allow me to finish half the tree after a single battle.
