That’s because tracks are not simulated, it’s there only for visual purposes. Each tank wheel act as the contact point for traction, so a Jumbo Sherman for example have 16 contact points, 8 on each side instead of having each individual track link as the contact point.

In Enlisted the tank wheel seem to have a limit to how far it can change in vertical distance. Sometime small objects like the railway or rubbles will push certain wheel up beyond their vertical limit. The wheel then try to get back to its allowed range of distance, this cause the tank to twitch as the game gravity pull the tank down while the wheel try to push it up.

Having each track link as contact point will result in the vehicle having more traction event when some wheels are not touching the ground. For the mentioned reason vehicle in Enlisted get stuck on rubbles when some of their wheels are lifted of the ground.
