Is it normal, that the italian paratrooper squad jumps out of an airplane of the USSR?

No it is not normal however it is a known issue

Not only the Italian paratrooper squad but also the Japanese paratrooper squad jumps out of a soviet plane. This bug may or may not get fixed in the future. And even if it gets fixed, well wait for few months.
