These toys are all over Stalingrad maps. I guess it’s there to say that kids suffered in the war too.
I think they are meant to express the horrors of war, since we cant have civilians in the game… to prevent war crimes.
So the devs smartly placed these little everyday items around the map to remind us of the people that have lived and are probably still struggling for survival in this city.
If you enter homes, you will see half eaten food left on the table, empty baby cribs ect… Its a horroristic location actually.

As long as lawmaker see it that way there is little choice for devs allow such thing or be punished by having their games suppressed or banned in certain countries.
