The BP suppressed mosin still has significantly lower damage and muzzle velocity than it’s original variant:
Standard sniper mosin damage:
Suppressed sniper mosin damage:
There’s no need to ruin such a cool weapon that more people would probably use it it wasn’t unreasonablely nerfed.

I like the gun, but it’s hitting power is so poor that it is useless, so, I own four and not one of the four ever gets used. It might just as well be called the de lisle airsoft gun. 
I have one and its horrible, I love it.
I mean on a serious note, if you want to get good at headshots than this is the perfect training tool
do you know all suppressed weapon have mechanic enemy bot can’t spot you when you shot
How relevant is that with a sniper though?
Just increase the damage to 23, then its stil lower than the normal sniper but will at least have some power on long range
Bot can counter snipe if they got triggered, the weapon itself avoids that, but players still react to you, the weapon it help you to a certain degree
Bots are shit at sniping though …
In fact, its a benefit that they shoot back, since they will all stop instead of following the player, meaning you can easily pick of al the bots since they will just fuck about in the open
