Improved gunner skill perk

Any idea what this perk does? I have it on one of my tank gunners but it doesn’t seem to do anything.

It lets you aim the turret up and down while turning it

Get this perk for your gunner, and get the 90% brake perk and 50% gear shift speed perk for the driver + upgrade tank engine power and you will go much faster too. My Moscow PZIII E crew are all pretty much maxed out and it moves very fast.
