This is funny as long as you don’t have a 100% active booster.

It happens if you tab out during the loading after you had to enter your password.
Rare as in only a few people can get it or rare as in rarely happen during normal gameplay?
Just alt tab into another game running in the background during startup and you can recreate that bug like i did here for this screenshot from the newest build.
Edit: Looking back at it the error message for OP is diffrent from mine so it might be same bug but from diffrent cause. So it might not be exactly related to my screenshot.
