Do you want to make only one team?
Or to make two teams with only axis units?
Or just force join all players to axis team?
Or you asking about local game?
Currently time users can be only in allies team if chose first team or axis team if chose second team. Else they can’t connect to team. Because game thinks that you wants be allies. Maybe mixed teams option will fix it, but i’m not very sure about it.

You don’t have this option, when you enter a custom room by default the game will put you on the team with the fewest players, only then above the top in the blue and red bar will you be able to click on “Join” to change the side between axis or ally
