Its not. For soviets playing with PPD(71) much better. Its a killing machine. PPK just a simple to play gun with extremely low rate of fire. Only thing is a one perk - 35% for health. And its less then one shot.
And you russians claim the german SMGs are OP - aka the “extremely low rate of fire” guns that also have lower damage than the PPK.
Meanwhile, you can have 3 guys with PPD(71)s while also having the 4 PPKs for mid range combat. Also it’s not only health, it is also faster sprint speed, more ammo, quicker reload, whatever you choose to reroll their perks to.

First of all, you just contradicted your own previous statements about german SMG being OP for ability to fire in mid distance. PPK is even better at it, yet suddenly its not OP despite fully upgraded and facing new players AND being supported by short range PPDs in the same squad? I can´t help myself but to think that this is very subjective opinion.
Now, yes it is partly off topic, but there is no way you can deny that perks as they are now are extremely unrealistic and should be reworked (read as drasticaly nerfed, if not removed outright). There is everything wrong with perks that so drasticaly improve stability and hit points.
I try to day play PPD on mid distance and no, its not working. Its a killing machine but only on very close distance and only ones with 71 bullet. I have only 3 on 3 squads. I want have two guns - PPD on close range and MP to fight in mid. There is no contradictions.
PPK is better than the MPs at mid range. The Russian prem squad is the only one that can have both PPDs and PPKs

providing one example is not at all conclusive evidence. If you did this with a whole clip that would be a lot more conclusive (or lucky from my experience) I’ve had 5 hits in a row with the mosin carbine all to the chest and all were hit markers
Providing one example says its possible to kill a guy from that distance with one shot, no more or less. Thus, i cant agree health perk is that bad.
