The 1940 African campaign began with the Mers el-Kebir Incident. Or rather, unsuccessful negotiations with the French admiral, which resulted in the sinking of the ships stationed there.

adding vichy france would be complicated along with ally france and maybe politically very controversial. Petain and vich era still seen as dark period in modern france. but couple of french volunteers of werhmacht as premium suqad would work fine
