Great take! But I would personally put the Rifleman at Tier 1 instead of 2. The reason is you have to unlock an engineer in the squad which you want to level up. I think you need to grind three levels in the blue tree to get to the engineer. On the other hand you can insert a rifleman in any squad that you are leveling up from the get go. This is doubly effective after the 20 percent research experience buff to GO soldiers in the latest minor update. I myself have purchased all the 4 GO Rifleman IIs for this very reason. But for a new player who has no access to engineers in the TT obtaining one as a GO soldier is a life saver.

Which would make The Rifleman the best wouldnt it? As you can put him in the most squads. (get the most mileage out of one guy to level your squads)

Yea you can’t stack medal soldier bonus sadly
I always picked my GO soldiers based on the highest class grade available so they would useful for as long as possible.
Each GO soldier gets additional 1.2 multiplier to XP earned, so you should get additional squad XP for each such soldier per squad I believe.
No, it does not stack. You can get only +20% bonus per squad no matter how many GO soldiers you have.
