LotR orks were the most technologically advanced race. They turned liveless wastelands into a place to live, they made a giant army, they had many allies, and they never considered any of them as subhumans, unlike their enemies.
As I remember, in first versions orks were inspired by ww1 germans, so they even had tanks.
While WH orks just magically do things, knowing nothing about how they work.

Well Russian side is unbalanced, Stalingrad has really poor map design(some of the buildings are made by Satan himself), little content. People already dont want to play Axis, you add that on top of a shitty campaign so you have a pool of very few people to play with.
