I think the big problem with this idea is that âbetter AP ammoâ has no explosive filler. So its actually often even worse ammo.
SPGs simply being lower in their BRs is the most logical solution.
Well or fixing post pen damage of solid AP.

We already accepted magic as a balance tool so I see no reason why APCRHE shouldnât be a thing 
A good number of TDs could easily be on lower BR. Stuff like the Ho-Ni III, SU-85M, M10 and Stug F have no advantage over their alternatives, the only reason to use them is to put yourself at a disadvantage.
I mean US anti-tank doctrine was basically fast thing with gun on it(see: M8 or M6 GMC) until they realized a 37mm was not quite enough, so they tried a bunch of stuff like T49, T44, T40, M5, etc. until they came up with the m10.
The M10 itself was pretty much a stopgap till the M18 was fully developed and could begin being produced. Hence its lack of common features like an electric motor for the turret traverse
The M8A1 that was being considered wouldâve been great for the Tank Destroyer BoardâŚif it could arrive sooner than the M18 GMC they were already waiting on
