Give Panzer III N HE and reduce or remove the APCBC

Just like the changes to Japanese HO-I,and the APCBC of Pz3N is even more useless than that of Ho-I.

And for PZ4E/F1 replace half of it’s apcbc rounds with HE. As it’s only useful vs some BR1/2 tanks.
