The cap times for Berlin allies are much longer than the axis ones, all top tier equipment of berlin allies was nerfed recently so I dont think this statement would count for Berlin.

Perhaps. I’d look at other campaigns being more fun/easier to play for Axis drawing players away from Berlin, in that case. I dunno.
