the Bf 109 f-4 honestly is not that great after the turn time got nerfed. The visibility is not great, you only get 1000 rounds of secondary and 200 of primary this plane struggles at shooting down Russian planes at BR 3-4 and this plane should be changed to BR 2.
The iar-81c has 2 of the same guns and more ammo for its secondaries and still has a 250kg bomb.

Personally the BF 109 F4 is a nice plane, and pretty solid at being the pure fighter it is, But pure fighters are pretty niche and not highly regarded by most because of the nature of Enlisted. (I spend alot of time flying pure fighters)
I suppose its not too disimilar from a 109-F1, 109-F2 or the C.202EC (power wise in Enlisted) so even if the 109-F4 was put at BR 2 it would barely be noticed. There are MANY strong fighters at BR 2 for All factions that can do their job at any BR.
109-G6, Yak 9t and Ki-6-2 Otsu could inturn be moved to BR 3. (Allies already have P51 and P-38)
IAR-81C would be better suited at BR 2 (109s are better fighters, but there is a large value placed on being a capable multirole)
