Fix the bug that medic box supply 4 extra medkit

How this bug happen:
Buggy medic put down buggy box, supply everyone with 4 extra medkit (still cost one supply count)

But I think it can be kept as special perks for medic
like 6 perks point for one extra medkit, can stack twice, but it will cost more supply count and makes the box deplete faster.

maybe they should keep the bug around lol getting more than 2 at a time is pretty nice

and since we are speaking about medic boxes,

let medics be able to refill syringes from crates at the cost of one medkit too.

( but only when syringes are below 10-20 ( for when extra syringes perks is selected on the medic )
