I think they should be available as an optional item in place of knife/melee weapon, so not completely everyone carry them. Because in WW2 most likely not every infantry peasant with rifle had binoculars. Only some specialists and officer staff. For tankers they would be really useful.

The squad leader (the one who is on top of the squad list) might have them. Not sure they will be useful, though. Distances are short in Enlisted fighting.
They could be useful for radio opearators and mortar troops for range finding and finding enemy movements at longer diatances

Would also be useful when manning AT and AA guns. Also tank commanders should be able to use them when outside the hatch to spot and mark targets for the main gun …

Also for radio squad, they are basically Artillery spoters.

yeah more variations and combinations for soldier equipment would be nice.

would really like to be able to use binos to mark targets and then have the AI gunner engage the marked target
