Why I’m okay with it for Moscow and I guess Stalingrad but not for Berlin.

It was an automatic weapon. It would’ve been used as a substitute for either an SMG or an LMG as they were low on both, just like how the PPD and PPSh were used in the LMG role until they’ve had proper lmgs.
