An Empty map. Literally.
You can add terrain with terrain patches. There are no textures everything will be white. (default tex)
Could be used for showcasing or as a very lightweight hangar map.
All rendinst will be created at the 0,0,0 position, as there is no terrain.

No and no.
It’s the same as in this post. But now it works online: More Custom level BIN files + Vromfs Packer
