Does the 2nd Firearm Slot allow one to carry two of the same weapon

For example, could I carry two 1903 Springfields and if so would I have more ammo then ???

Yes but you will have more ammo if you carry a small or large ammo pouch so unless you want to carry different weapons it is always better to choose the bag slot instead of the secondary weapon.

The second weapon will only add its clip ammo to your ammo pool. In case of Springfield thats 5. As Nonne said, unless you want 2 different weapons for a specific reason, the bag is a lot better

With class limits on weapons the second weapon slot is pretty much garbage.

There is some narrow circumstances were it is useful; however, for the most part backpacks rule.
