personally idk where they got their data, or with what weapons their data was this tested. personally i dont care cause no matter if it is pp shpitalniy with 800 rof, ppsh 41 with 1000/1150 rof or mp-717(r) with 980 rof, they are all pretty much OP weapons. also i think there was a problem with ppsh 41 cause it had too high ROF that it lost bullets.

The Soviets made no changes to the bullet design, bullet caliber or charge loading compared to the original Mauser 7.63mm Mauser. The reason the new Tokarev round was given a nominal caliber of 7.62mm was because the Tokarev pistol barrel was made using the same land and groove dimensions as the 7.62mm rifles and machine guns then in service, so it HAD to have the same caliber designation. In reality, the bullet caliber between the Mauser and Tokarev cartridges was identical.
These tokerav rounds on the chart were made after the Soviets upped the powder charge after WW2. The rounds produced the same stats at their use during WW2 (look at videos of the surplus ammo). Therefore, they have the same fire rate.

No, the PPSH 41 is an OP weapon. The PPSH 40 (shpitalniy) is OP due to it having unique stats because it is a gold order weapon. But the same gun as the PPSH 41 in German hands is lowered down 150 rpm to 850 due to a false claim of the 7.63 being weaker than the 7.62 tokerav pre-1952. You can’t mow down people as a PPSH 41 because devs purposely lower it. When going against a PPSH in Stalingrad, it will always be outfired by the same gun shooting an exact copy of the round. But even if the claim was true about 7.63 being weaker, which is not true, they have not lowered the recoil and sway for the gun. It will never be on the same level as a PPSH 41 in soviet hands, even though it is the same in every way.
This is a big issue specifically for the MP 717 (r) because it will no longer be available for purchase in-game. So why not fix it so they never have to mess with it again? No one will complain about its stats because it will match the PPSH 41, and only people who have earned it before the merge will get it. All it takes is to change a couple of digits…
That is an issue with every gun except bolt action rifles and presents no reason why the mistake shouldn’t be corrected.
Just match the firerate with the PPSh. It’s a weird thing for the devs to nitpick, especially if it’s being removed from the progression. Not like it’s hurting anyone.
It would also still be usable with Tokarev rounds, so if a German soldier picked a PPSh drum off the street, it would then go to its original firerate.
