Not necessarily since the number usually only refers to the actual weight of the bomb, not the explosive mass. What exactly is your issue or suggestion, I could not read that from you post?
@SnazzyTheTankHunter is correct in that the weight of the bomb does not 100% equal effect, as bombs of the same listed weight aren’t even equal within themselves.
Take a look at the bombs chart inside the “Ordnance stats” section on here, and compare to your hearts content:
And after doing so, come up with a point to your suggestion, I don’t know either what you’re after. The units should stay as they are, they’re part of the historical name, and different countries at different times in history used different sets of units of measurements, not everything has to be metric you can learn to use other systems too (I’m Swedish, we’re discount Germans that are born with metric).

Are you aware it still depends on the explosive mass of the bomb ?
The game uses systems used by each country to describe their weapons. That’s why there are yards for the bazooka, pounds for British tanks, .45 ACP calibers for American weapons, and inches and centimeters for mortars
You do realise that bomb weight doesn’t equal explosive mass, right…?
