This system would work on top of current system that prioritises what seats are manned (1st driver, 2nd gunner, 3rd commander, 4th loader, 5th radio).
The loader has become now more important than the commander.
Commander is semi useless anyway as you can’t give any commands and for aiming you use gunner most of the time.
Commander needs some usefull perk too, at the Moment Itals Just there to be there nothing more.
It’s hard to give a perk to a person that doesn’t do anything.
I wish commander could use binocular. It would be useless but fun!
And could use the free look bouton (just like when you free look with a plane)
more Angle of view, boost for the crew, accurate damage display

Well using binocs outside the hatch could be very useful as sometimes you need the height advantage and want to see far that the gunner position just simply can’t do.
WT just uses a 10% performance boost to other members crew skills - this could be a simplistic option.
Although in conjunction with the new loader buffs tank ROF could quickly escalate to cause downstream balancing issues…
