It seems to me that you made a mistake in the calculation. I will also note that perhaps the first three holes in the small magazine for the Scotti rifle may not be visible due to the angle of the photo, or perhaps they were abandoned, but they are present in the drawing. By the way, there is a drawing from above and there is a rather impressive magazine receiver, which is why I conclude that there is still a double-row magazine. Also keep in mind that the magazine continues into the receiver of the weapon, where there are no holes (marked in yellow in one of the photos).
For the large mag, I am pretty sure that there are 4 more holes at the bottom of the mag, under the 15 that you have shown, you really have to look closely, because the pic gets very blurry at this place. That is why I am pretty sure that the large mag is a double-row 40 round mag (19 holes, so 38+2 bullets).

It’s a bad weapon. Awful recoil and just 15 rounds??? Even good dmg per hit doesn’t save it. It could be a BR3 weapon, it doesn’t fit at BR5 or even BR4 where you get superior MKB42(M) with 20 rounds and much superior rof + recoil.

Actually, I think they are. Soviet also didn’t produce su9 during WWII, but it is in the game for balance reason. We can’t be 100% certain about the nature of an obscure prototype, but fun element should take priority here. 15 round is just not enjoyable to play with, especially for a br5 weapon. Both m2 stinger and vickers mg have adjusted ironsight for better gameplay.
