In the current level system, we can say that the game is pretty much a linear progress. In other words, higher level is, better weapon you get. I think, this will be Achilles’ tendon in the future.
The current system is blocking the chance of being added for some weapons due to the higher level = better weapon formula. Some low level weapons that could be added will never see light thanks to the current grinding. In addition, it is obvious that eventually it will cause power creep. But, I’m not saying we should overthrow it. Linear progress gives player the motivation to play more, grind and spend money. Therefore, the fomula of higher level = better weapon should be eliminated.
It is already the case.
Gonna be fun with the introduction of infantry vehicles in the future. Who would like to grind level 66 to get a fancy motorcycle in Moscow?
Though… the grenade M1G or the Sniper AVS are a bit meh.

Alpha had multiple weapons added on the same levels.
Nothing stop them to add stuff on early levels again.

Like I said earlier, one solution to all of this: sidegrades! Ramification campaign TREE instead of campaign line! Win for everybody, because more content and limited power creep.

Most would skip mortars Flametrowers or useless weapons and just grind some parts.

Oh not always. There are many lower level weapons when maxed out (Stars) can be really good combined with Perks.
Normandy, my Mannlicher Rifles combined with troops that have the ROF Perk make for amazingly quick snap shots with a BA that has some real oomph once upgraded.
My fully stared ZK-383’s are Street Sweepers with very nice ROF plus stability when Prone.
These are not end level pieces of equipment.
What matters the most is how you use them, and what you are comfortable with in terms of what is best.
As for the overall progression, they can branch off of levels perhaps to allow the unlocks to happen sooner. This game is at the point where it needs a tech tree so they can fit it in.
But I wouldn’t say highest end always equals = best.
(Not talking about specilaity stuff like Flamethrowers or tanks, just to be clear).

nah, I think a lot of players will still get them, even though theyre not as useful. Less so than a M1 Garand, but still enough. They offer different gameplay options and people would definitely want to try them out

Not less, more! Everything already here would remain as is, mostly. But example in Moscow when you unlock the second tank (pretty soon) there would be another optional branch to follow that would allow halftracks, for example.
DarkFlow could add MORE content, because as it is now, why add a kubelwagen AFTER the KT in Berlin (for example) it wouldn’t be feasible. Creating another branch would solve this.
