At the moment i see a big disadvantage for smaller caliber tankshells, other than ammo racking you have a high likelyhood to shoot a big bore tank and get anihilated in return.
A stronger concussion effect on the gunner and his replacement* at penetration maybe give those tanks a better chance against the biggies.
I mean when your mate just got turned to paste and his intestints are all over your sight you might take a bit longer to fire back.
Just a thought.

I was thinking about that too.
In reality crews would bail out if penetrated at all. A crew concussion would be interesting + the concussion perk would be helpful here.
