No unless that premium squad doesnt have an exclusive weapon like the premium flamethrower that one you can change their main rifle

Premium APCs too, where you can change the troopers as well to certain extent.
Many premium squads do allow you to choose between the 2nd weapon or backpack slot if the latter is free (so not radio, flame or para) so technically you can add a weapon usable by the class (like shotgun/smg for assaulters)
