Why cant you change reserve squads into battle squads ?
What?
If what you mean is changing types of squads in battle then it is simple.
Monetization and probably also balance purposes (changing squads that have been wiped out).
If you want to change squads before you enter battle, then the squad you are replacing needs to have at least 4 soldiers (for example 4 rank 1 troopers). Then it shouldn´t be a problem.
simple, with the current system, if you allow players to change their squad at any time, it wouldn’t be a challenge. and preatty much, you would just let the player revenge kill even more.
example, there is a tank killing me many times,
meaning that if i didn’t bringed any AT squads or tank, in that way you would just change the situation at your pleasing swaping the plane with the tank, and replace one of those squads with something more suitable for the map or dealing with menaces. and it’s not about playing with skills, teamworking to get victory or adapting whenever you can anymore. ( as i think it’s the main straight of enlisted, or tries to be )
this is why you can’t.
in another perspective, see it as, you are a commander, and decided to bring those squads. once that you are there, you can’t swap them like nothing. so you can only relay on your squads excelling in your strenght, and ask for cover, or get covered by the others in order to minimize your weakness ( such as lack of AT power, or whatelse ).
EDIT. maybe i’m reading this wrong… but unfortunally, you aren’t helping us that much to understand.
on a second thought, if you ask why you can’t bring more squads it’s for balance purpouse.
but, it has been “confirmed” that it’s gonna be a premium feature.
so we’ll have to see

and this is why the +1 infantry and +1 vehicle squad for premium would be a giant nail in the Enlisted coffin.
If you are thinking reserve squads cannot be battle squads, you can actually switch a reserve squad for a battle squad. You can do this by: clicking the three dots at bottom left, then dragging a battle squad to reserve then bring a reserve squad to fill the spot:)

I have a bit different question, If i have last soldier from my current squad, and no ammo, can I die or spawn new squad like when you do if all your soldiers die? now I have to run to find enemy to shoot me so i can spawn fresh squad. thx

and select your next squad.
