Not normal, but broken. Broken game mechanics. There is nothing balanced about the fact that there is no incentive for bad players to build rally points, and if you end up on the bad player side there is nothing you can do about it. Using the “normal” game mechanic does not accomplish anything if your side has fewer RPs than the enemy team.
Now I understand it is fun to repeatedly roll over the enemy team because your side builds RPs, and theirs does not. But maybe you will want to play a certain nation sometime, to then discover it is literally Germans at 5.7-6.7 BR in War Thunder. Despite you having 200 kills, more then the enemy team combined, you cannot win a single game. Only, unlike WT, you also do not get any kills, because you are getting shot from all sides seconds after you spawned in.
You may think you are right, and this is “punishing” because it limits how hard you can win. And boy, is the game crazy unbalanced now because of this. Once the game will get compressed by the next update, you will eat my hat if people won’t complain that they are getting steam rolled even harder than it is now, and literally only playing -insert nation- makes sense, if you do not wish to get murdered.
Balancing out RPs is not a nerf unless you unironically want to play the winning side over and over again against teams made up of 80% bots (because only a few masochists play that side) and never lose a single game. While I get your point of view, that does not make for good game design.
Good game design means:

reward needs to be balanced out by equivalent cost, or equivalent penalty in case of failure

there should not be a win more multiplier if you are already winning easily. There should be a comeback mechanic in place to allow the opposite team to not be overwhelmed.
Building a rally point in Enlisted requires only a few seconds of your time. However, in order to benefit from it, your team needs to have equal number or equally well placed RPs as your enemy team, otherwise, you simply lose it as the enemy team finds it very quickly when your team keeps coming from its direction.
The team which has more rally points simply demolishes the enemy team and there is nothing they can do about it UNLESS they build rally points of their own, which they do not.
Essentially, no matter how good you are, you are at the mercy of your team to put those RPs up. That does not make for compelling gameplay or balanced game. It sure is enjoying for bad player who just want easy wins by camping the spawn points of the enemy team which is just slightly worse then them, though.
