Can't join in Battle of Bulge in rank V

Havent played US army for long time. I just realized that no matter how I have squads arranged there is no way to join the Battle of the Bulge. Has anyone else had a same problem?

It a part of normandy now so it will pop up randomly if lucky

Play as Tier 3, you will 90% of the time get Normandy or Bulge

Depends on RNG and some luck. I hate bulge but I ended up there more often than I would like.
